The sparse axiomatic statement of Article 41 has clearly left the development of law and procedure for indicating provisional measures to the control of the Court itself. On the basis of accumulated experience, the Rules of Court currently in force together with the growing case law supply a broad substantive and procedural code for this, as follows:
