Articles 26 and 27 of the Statute of the Permanent Court required that Court to establish a chamber for labour cases, and another chamber for transit and communications cases, but recourse was never had to either of those chambers. In addition, Article 29 required the Court to establish annually the Chamber of Summary Procedure. Only one case was brought before the Chamber of Summary Procedure.
