In 1978 Article 29 was added to the Rules providing for the removal from office of the Registrar and the Deputy-Registrar. This can be done only if, in the opinion of two thirds of the members of the Court, that person either has become permanently incapacitated from exercising his or her functions, or has committed a serious breach of his or her duties.
