Article 28, paragraph 3,of the Rules of Court provides that instructions for the Registry shall be drawn up by the Registrar and approved by the Court. The Rules of Court have always contained a provision to this effect, but in 1978 a major change was effected.1 Previously the Instructions required the approval of the President of the Court.
