Article 22, paragraph 1, of the Statute provides that the seat of the Court shall be established at The Hague, but that this shall not prevent the Court from sitting and exercising its functions elsewhere whenever the Court considers desirable.1 The Preparatory Commission drew attention to the necessity for securing the use of premises at The Hague for the Court as soon as possible.
