At the 43rd plenary meeting of the forty-fourth session of the General Assembly on 1 November 1989, devoted to the report of the Court, the Secretary-General announced the creation of the Secretary-General’s Trust Fund to assist States in the settlement of disputes through the Court.1 The Trust Fund was designed to provide a practical means of overcoming financial obstacles to the judicial settlement of legal disputes by the Court.
