The question of imbalance in the composition of the Court arose in the Permanent Court in contentious cases in which several States combined to appear as one party, under the designation of the Principal Allied and Associated Powers.1 The question also arose in one advisory case.2 There was a national of each one of those States among the members of the Permanent Court.
