By Article 54 of the Statute, when, subject to the control of the Court, the agents, counsel and advocates have completed their presentation of the case, the President shall declare the hearing closed. The closure of the hearing, announced in open court, is without prejudice to the right of the Court proprio motu to reopen it if it thinks it necessary.
