The suspension of proceedings on the merits with the filing of preliminary objections does not affect the right of the applicant State to discontinue the mainline proceedings through the procedure of Article 89 of the Rules.1

Discontinuance of the preliminary objection proceedings by the party raising the objections terminates the suspension of the mainline proceedings initiated by the filing of the objections.2
