The Chamber of Summary Procedure, also a standing chamber, has been regularly formed each year but never yet used in the present Court.1 The procedure, originally set out in Article 24, paragraph 1, of the 1946 Rules, and revised in Article 24 of the 1972 Rules, has been further revised. Article 15 of the 1978 Rules reads:
