The Statute contains no provision regulating the form or manner in which the consent to confer jurisdiction on the Court should be expressed. The silence of the Statute regarding the manner of expressing the consent stands in contrast to the rigidity of the application of the substantive demand for a consensual basis of jurisdiction, and has produced a radical transformation in the ways of expressing that consent.
