The original Dumbarton Oaks Proposals were silent regarding any obligation of members to comply with the decisions of the principal judicial organ of the proposed organization. Since this was not regulated in the Statute of the Permanent Court, which formed the basis of the work of the Washington Committee of Jurists, it was not considered by that body either.
