Roman vicus and fort, node of important roads in Moesia Inferior (Scythia Minor; Moesi), modern Pantelimon de Sus (district of Constanţa in Romania; Dobrugea). The vicus presumably came into being under Traianus  (there is evidence of magistri and principes loci). The population was ethnically mixed (Bessi, Romans and a number of Greeks). Destroyed by the Slavs, U. was rebuilt by Iustinianus  I (Procop. Aed. 4,7,17).
