From the middle of the 18th century - roughly 100 years before the beginning of the construction of the railway - in many parts of West and Central Europe an intensification of land transport took place. The critical precondition for this was the manufacture of so-called chaussees (highways). The construction and maintenance of these artificial roads set new challenges for state policy in relation to infrastructure (Infrastructure) and often constituted the primary task of the developing institutions of modern local self-government.
