In modern parliaments, the more or less silent work of expert committees represents the clear focus of legislative functions. Rudiments of a rationalization, specialization, and professionalization of procedures of political participation anticipating this development can be seen clearly in the early modern period, but it would be an oversimplification to interpret the estates’ committees exclusively from this perspective.
