I. Historical, Legal, and Social Background

The Cayman Islands, a British Overseas Territory, became a British possession under the Treaty of Madrid of 1670. They were part of Jamaica until 1962 when Jamaica became independent and the Islands became a separate colony. In the 2010 census, they had a population of 56,700.
