Indonesia committed to ratifying the Rome Statute twice through the Presidential Decree No. 40/2004 on National Action Plan of Human Rights 2004–2009 (enacted 11 May 2004) and restated the same in the Presidential President Regulation No. 23/2011 on National Action Plan of Human Rights 2011–2014 (enacted 11 April 2011).
