The Turkish Penal Code, adapted from the Italian Penal Code in 1926, does not classify sexual offenses, including sexual harassment, under the section of the code addressing “Crimes against Individuals.” Rather sexual offenses are classified as “Crimes against Society” under the sub-section “Crimes against General Morality and Family Order.” A new draft law intended to bring about extensive reform of the Turkish Penal Code was submitted to the Turkish parliament in May 2003.
