A great portion of the territory of South Viet-Nam has been controlled for many years by the National Liberation Front of South Viet-Nam. The Congress of representatives of the people of South Viet-Nam proclaimed on 8 June 1969 the establishment of the Republic of South Viet-Nam which effectively exercises state power over the territories it controls.
