Abstract

In Resolution 687 (1991), the United Nations Security Council decided to create a fund to pay compensation to the victims of the invasion of Kuwait by Iraq, and to establish a Commission that will administer the fund. M. Heiskanen, Secretary-General of the Claims Resolution Tribunal in Zurich, proposes in his course to give a systematic presentation of the Commission.
