[German Version] Before attempting to clarify the term, a few questions must be addressed: What is “development” and what are “developing countries”? To what extent can political measures advance and direct “development” and what domestic and international instruments suit this task? Since President Truman first used the term “developing countries” in a speech in 1947, these questions have received controversial answers. Development as the objective of development policy is often equated with “economic development,” understood in the sense of a steady increase in the per capita income of a population. Apart from the problems associated with this equation, this limited concept of development needs to be supplemented: the increase in the per capita income must be “sustainable” (Sustainability) in the sense that it also enables future generations to meet their needs and does not make that impossible by consuming the “natural capital” (“ intergenerational justice”), and it must enable the improvement of standards of living for all members of a …
